"Advertise on this site" will be appearing in AdWords spots on certain websites in the Google Network.
Search Engine Watch points to an explanation of the appearance of the "advertise on this site" message, seen in the AdWords blocks of particular sites. Google explains a bit more about this:
The 'Advertise on this site' link is a shortcut that makes it easy for advertisers to run ads on a specific Google partner site. Working in partnership with the website, Google helps the advertiser create an ad and begin running it on that site -- often on the same day.
ClickZ notes how the market to gain publisher space will be heating up as MSN and Yahoo plan new offerings to compete with Google's advertising products:
Yahoo! is preparing to launch a network for smaller publishers, which would compete directly with AdSense, and MSN will soon be rolling out adCenter globally, which will also need distribution.
The big selling point for the "advertise on this site" offer will be a dedicated landing page hosted by Google and detailing more information on the publisher site. That info will help the advertiser decide if that site would be a good fit for its product or service. Google will only price this offer on a cost per impression (CPM) basis, it notes on its site.
