by saying that although Google does not penalize Webmasters, still it does discourage them from using Duplicate Meta Tags.

It's hard to make recommendations without knowing the URLs in
question, but generally speaking the duplicate meta data information
in Webmaster Tools is provided as a tip to help you to make your site
more compelling in search results to your users. You don't have to
clear all duplicate warnings out to win " make your site so that
it makes sense to your users, and if that means that some URLs will
have duplicate meta data because that's the way it makes sense to you,
then so be it. Don't worry too much about that.
