Every SEO knows that a keyword targeted anchor text is important. What many forget about is that having 95% of your incoming links have the same anchor text is a red flag with a huge sign that says "SPAM".

Google has identified the problem long ago and taken measures to deal with it (somewhat) Aaron Wall wrote;
    "Greg Boser mentioned in his speech that it seems Google is really moving away from trusting anchor text as much as they used to."
Think about it. How natural is it to get other sites to link to your blog or a website using the same description? Just look at blogs. I get links that have an anchor text of whatever the **** others decide to say about it. Thats natural my friend.

While writing this article I found Andy Beal talking about the anchor text spam;
    "Most webmasters go out and try to obtain as many links as possible, using the same anchor-text, in an attempt to rank well for that keyword. Expert link builders know the value of mixing up link efforts, including varying destination pages and anchor text,"
So when you go on a journey of purchasing links, do think about using relevant anchor text but don't go overboard. Use different variations while mainly focusing on the terms you want to rank for.

Think "Natural"
