Where is W3C? - Have they lost their voice?

... Tables are deprecated according to W3C, yet how many designer/ developers still use tables for page layout? I still see tables used in site design, even for non-tabular data. There doesn't appear to be any incentive for designers/ developers to progress towards using non-deprecated elements, all of the old elements still work.It doesn't appear to make any difference with the search engines. How many designer/ developers are still using HTML formatting for their pages? ...
